Farrah Parkes
Program Director
Farrah Parkes is a Senior Program Officer in PHMC’s Management Services Division. She has extensive experience in myriad areas of non-profit management, including organizational development; fundraising; strategic planning; program planning and development; and project management. She also has experience in a wide range of social service arenas such as child welfare; HIV/AIDS education and prevention; early childhood programs; community development; and public health. She holds a Masters in Public Affairs from the Woodrow Wilson School of Public and International Affairs at Princeton University and completed her undergraduate studies at the University of Pennsylvania.
Amy Friedlander, M.B.A.
Co-Director
Amy Friedlander has a Master’s Degree in Business Administration from New York University and a Bachelor’s of Arts Degree from the University of Virginia. Amy is a member of Administration at PHMC, and works collaboratively with many members of PHMC and affiliate staff in order to ensure that operational and administrative functions are fully supporting client services. Currently, Amy is the PHMC liaison to and a Board member of the PHMC affiliate La Comunidad Hispana. She also leads PHMC’s work on the Children’s Investment Strategy, the DHS Parenting Collaborative, and the DHS Emergency and PBC Aftercare Funds. Amy is responsible for PHMC’s technical assistance services, and assists with program development throughout the agency. Amy first joined PHMC in 1989; left for the west coast in 1997; and returned to the region and to PHMC in 2000.
Tonya Clemon
Program Officer
Tonya Clemon is a Program Officer with PHMC. Although new to the nonprofit arena, Ms. Clemon has a substantial amount of experience with account management, human resources, payroll, training and development. Additionally, Ms. Clemon taught seventh grade at a local archdiocesan school. Ms. Clemon obtained her Bachelors Degree in English from Mansfield University of Pennsylvania.
Francine Axler
Research Director
Francine Axler is the Project Director for Philadelphia Health Management Corporation's Community Health Data Base, a large scale data collection project in Southeastern Pennsylvania and Research Director for ACE Philadelphia. She has worked in public health for more than fifteen years and has worked with community based data and evaluation during this time.
Aaliyah Solomon, A.A., B.A.
Research Assistant
Aaliyah J. Solomon, A. A., B.A has been at PHMC for over two years and serves as a Research Assistant for the Aids Collaborative for Excellence (ACE) in Philadelphia. In addition to ACE Philadelphia she has assisted with formative, process, and outcome evaluations of federally funded, community-based projects including an alcohol, tobacco, and drug cessation project, multi-modal post-traumatic stress disorder intervention program aimed at refugee children, and the Healthy Start initiative providing community-based maternal and child health programs. Mrs. Solomon has experience in primary data collection, conducting key informant interviews, focus groups, participant observations, and data entry and cleaning, assisting with data analysis and report preparation. Mrs. Solomon holds a Bachelor’s Degree in Sociology and Political Science from Temple University.
